Historical sources indicate that ''pozharskiye kotlyety''{{czyt|пожарские котлеты}} were first created in Torzhok, a town in the Tver Region, on the road from Moscow to Saint Petersburg. It was there that, in the first half of the 19th century, a man called Yevdokim Pozharsky ran an inn, which was famous for the chicken cutlets that were served therein.
